            This is a permanent full-time position working 35 hours per week.

Reporting to Director, Human Resources this role is responsible for the development, implementation and management of the organization’s leadership development program. This position may be of interest to you if you are an individual that:


           Has a passion for people development and building relationships.

           Is well-versed in individual coaching initiatives and team development.

           Is self-driven and enjoys being part of a team.


Preferred Background:
The successful candidate will possess a post-secondary degree in human resources or related discipline with certification in leadership or organizational behavior and a minimum of five to seven (5-7) years’ experience in design and delivery of a leadership development program for a large organization. Demonstrated experience in fostering high levels of employee engagement, managing organizational development and succession planning initiatives with expert knowledge of adult learning principles and employee engagement concepts.  A demonstrated ability to effectively consult and collaborate with all levels of the organization utilizing exceptional communication, influencing, relationship building, facilitation, presentation, analytical and decision-making skills, is required. CHRL certification and experience in a public sector environment is preferred.



  • Responsible for maintaining and continuously improving our organization-wide leadership development strategy that results in improved individual and organizational capacity and capability in a complex municipal environment. 
  • Consult and collaborate with stakeholders in planning and implementing learning and development strategies that are aligned with the Region’s strategic initiatives and business plan. 
  • Provide subject matter expertise in team development and coaching initiatives for managers including vendor selection/management, program design/management and measurement.
  • Provide subject matter expertise in organization development and leadership strategies.
  • Maintain, improve and administer the learning/training calendar to build organizational and leadership capacity.
  • Partner with senior management to develop strategies to build a leadership pipeline.
  • Develop, implement and manage the Region’s succession plan.
  • Performs other related duties, as assigned.
