This is a permanent full-time position working 35 hours per week.

Purpose:

Reporting to the Manager, Project Portfolio Services this role provides value-added consulting services, strategic advice and leads and supports initiatives in the practice area of business improvement throughout the organization. 

 

Preferred Background:

The successful candidate will possess a Masters’ degree in business administration (MBA) or related discipline with at least five (5) years of experience leading business process improvement initiatives. The ideal candidate should have extensive experience providing consulting services in a large organization, in the areas of business process documentation, review and re-engineering, program review and service improvement, performance reporting, and change management. Excellent organizational and project management skills with experience managing complex projects across an organization are also required. The candidate must demonstrate highly developed oral and written communication skills, effective report writing and presentation delivery, along with demonstrated analytical skills in optimizing business processes and identifying options and recommendations.  Proficiency with MS Project, Visio and change management tools and techniques, LEAN/ Six Sigma certification, PMP designation would be an asset.  A strong sense of political acuity and experience in a municipal or other government setting would also be considered an asset. An equivalent combination of education and experience will be considered.

 

Working Conditions:

Travel within Halton is required. Incumbent must supply their own transportation.

 

Duties:

·         Manage and/or participate as a team member on strategic business improvement projects consisting of resources from business experts from other departments and staff from Regional partner organizations, externally contracted consultants and vendor representatives.

·         Apply knowledge of Regional business practices and industry best practices to identify business improvement opportunities.

·         Define business improvement initiatives in consultation with clients and key stakeholders, and determine focus, scope, objectives, methodology, activities and timing.

·         Review and re-engineer business processes and work flows, to improve the efficiency and effectiveness of operations, assess risks, establish service standards, assist in implementing required changes, and utilize performance measures to monitor the improvements achieved.

·         Apply management concepts and techniques such as Lean and Six Sigma to define business improvement opportunities, measure existing process performance, map and analyze the process to determine root causes of poor performance, identify, test and implement a solution to the problem, and monitor the improved process to ensure that those improvements are sustained.

·         Provide client-driven, value-added management consulting services and strategic advice and support to the Region’s Departments through a portfolio of projects and business improvement initiatives.

·         Promote, educate, advocate and apply, across the organization, the principles of business improvement.

·         Facilitate the building of organizational capacity to undertake business improvement activities in the various practice areas through coaching, training workshops and other techniques.

·         Research, review, and report on existing and new management tools and methodologies, and provide advice on emerging management techniques and other concepts and their applicability to the Region.

·         Establish and maintain contact with professionals in related fields to ensure that skills, knowledge and practice are current.

·         Perform other duties as assigned.
