Senior Financial Analyst – Public Works

Preferred Background:

University degree in Finance, Economics or Accounting is required with a minimum of five (5) years’ experience in municipal finance. Must have demonstrated ability to develop, coordinate and deliver accurate financial analysis and presentations for internal and external stakeholders within critical timelines. Advanced skills in computer programs especially Excel is required. The ability to effectively communicate with peers and senior management is required. Knowledge of the SAP management information system would be a definite asset. An equivalent combination of education and experience will be considered.


  • Coordinates the development of annual operating departmental budgets for Public Works, including the supporting text with department staff in accordance with corporate financial policies and financial reporting requirements.
  • Advises and assists department with budget policies and Council guidelines related to Public Works programs.
  • Monitors actual expenditures and investigates significant variances through consultation with department staff for the preparation of operating budget variance reporting to Council three (3) times per year.
  • Provides monthly budget reporting to senior staff to effectively monitor current spending, and revenue to ensure financial management of the Public Works program is consistent with the current year Budget and Business Plan.
  • Prepares calculation of Rate Revenues, printing and distribution of Rate Cards, analysis of rate structure changes and related communication to both customers and billing agencies.
  • Coordinates preparation of performance measurement submissions including OMBI and the National Water and Wastewater Initiative.
  • Responds to customer water and wastewater rate inquiries.
  • Undertakes financial analysis for special projects.
  • Prepares presentations for Council and Standing Committees.
  • Monitors required budget amendments resulting from staff reports and Provincial legislation.
  • Preforms the duties of other Public Works Financial Analysts as required in their absence.
  • Performs other duties as assigned.
