There are two (2) permanent full time positions available, working 35 hours per week.

 

Purpose:

The Senior Planner leads and coordinates complex planning, policy and research assignments and initiatives in the Policy Planning section of the Region’s Planning Services Division. The emphasis for this position will be on broad experience and understanding of growth management, forecasting and land budgeting processes, employment area planning, monitoring employment and business activities, policy research; performance measures and policy monitoring, and demographic and trend analysis and impacts on land use policies and infrastructure plans.

 

Preferred Background:
The successful candidate will possess a degree in urban and regional planning or a related field with a minimum of seven (7) years of progressively responsible experience in growth management; land use planning policy; demographics, quantitative and geospatial analysis; forecasting methodologies; policy research and policy monitoring.  Working knowledge of the Planning Act and related land use planning legislation, policy and guidelines is required and thorough understanding of provincial growth management policy framework and its application to regional and local planning matters would be an asset.  Excellent communication
skills, ability to negotiate with internal and external stakeholders and political acuity are critical to this position.  Ability to work in a fast-paced team environment, be organized, critically analyze and interpret policies/plans/issues, communicate effectively in written and graphic form, with strong interpersonal and public speaking ability is required.  Membership or eligibility for membership in the Canadian Institute of Planners is required.  An equivalent combination of education and experience will be considered.

 

Duties:

·         Conducts complex urban and regional planning research involving quantitative/statistical analysis, geospatial analysis, demographic analysis, and field survey methods.

·         Identifies approaches and methods to analyze and forecast population, employment and housing pursuant to regional growth management and employment systems planning.

·         Reviews and comments on planning legislation policy documents, local official plans, secondary plans, and background studies.

·         Compiles, analyzes, reports and monitors urban, demographic, economic, social and environmental factors affecting land use planning.

·         Designs, develops and implements planning information applications and solutions which employ quantitative analysis, geographic information systems (GIS), relational databases and associated tools to collect, store, model, analyze, visualize and convey information as statistical analyses, thematic maps and reports.

·         Maintains strong knowledge of current analytical methods and developments in planning research and planning information management used in regional growth management and land use planning.

·         Coordinates and delivers time sensitive policy research and monitoring projects (e.g. annual employment survey) requiring critical judgement and analytical thinking.

·         Provides planning evidence and defends analysis at the Ontario Municipal Board and other tribunals.

·         Leads and manages project teams to deliver complex long range planning policy initiatives (e.g. official plan policies and amendments) and hires and oversees the work of assigned professionals, support staff and/or project consultants.

·         Provides customer-focused services, including public enquiries.
