Pay range:

$58,614 - $78,152 (Pay Grade 5) (OCT)

This is a permanent full-time position working 35 hours per week.



Reporting to the Manager, Community Planning, this position is responsible for the full administrative and technical processing of Development Applications as related to the Region’s mandate under Provincial legislation (Planning Act, Niagara Escarpment Planning and Development Act, Parkway Belt Act), including, Official Plan  and Zoning By-law Amendments, subdivisions, condominiums, site plans, lifting part-lot-control, consents to sever, minor variances, Development Permits, and Parkway Belt applications.


Preferred Background:

The successful candidate will possess a degree in Planning or related field combined with a minimum three (3) years’ experience in land use (development review) planning, preferably within a municipal government is required.  Working knowledge of the Planning Act, Provincial Policy Statement, Greenbelt Plan, Places to Grow Growth Plan and development application processes is required.  Ability to work in a fast-paced team environment, be organized, critically analyze policies/issues and participate in a continuous learning environment is essential. Strong writing, public speaking and interpersonal skills, and the ability to meet deadlines are required along with strong computer literacy with Microsoft Office Suite and Arc View GIS.  Membership in the Canadian Institute of Planners is preferred.  An equivalent combination of education and experience will be considered.


Working Conditions:

Travel will be required incumbent must provide their own transportation. The incumbent will be required to provide a copy of their driver’s license by their first day of employment.


  • Prepares staff reports/memos for the Region’s Planning and Public Works Committee.
  • Provides input and comments on Development Applications to the Local Municipalities.
  • Supports an Urban and Rural area team comprising other Planners, an Intermediate Planner, Development Project Managers, Senior Planners and a Manager in the review of Development Applications.
  • Responds to inquiries regarding the status of Development Applications from a broad range of stakeholders, including applicants and their consultants, other Regional and approval agency staff, and from the general public.
  • Assists with public meetings and provides evidence for Ontario Municipal Board hearings.
  • Maintains a computer tracking/data system for infrastructure planning and financing, including computer file set-up, entering and retrieving data, and the preparation of development status reports.
  • Performs other duties as assigned.
