Purpose:

Reporting to the Manager, Plant Capital and Engineering, this role is responsible for the delivery of major water and wastewater capital projects and the direct supervision and strategic leadership of project managers and technical professionals in the Water and Wastewater Treatment Division.  The Senior Project Advisor will also assist the Manager in developing a dynamic and fully engaged team of professionals, and enhanced project delivery and program management processes and practices necessary for the successful delivery of key programs. 

 

Preferred Background:
The successful candidate will possess post-secondary education in an engineering/applied science field, with a minimum of seven (7) years progressive project management experience in delivering complex projects to scope, on time and on budget.  P.Eng. designation and certification in Project Management (PMP) and two (2) years supervisory experience is strongly preferred.  Competencies in water and/or wastewater process design (with emphasis on water process and groundwater systems), engineering and SCADA automation are required.

 

Excellent leadership skills are required to support the development of a quality focused culture, effectively manage staff, and oversee the delivery of programs and initiatives. Demonstrated knowledge and experience in the planning, including the Municipal Class Environmental Assessment process, design, construction, and commissioning of water and wastewater treatment infrastructure is required, with emphasis on water treatment processes as well as groundwater/well-based systems.  The incumbent must possess expert project management, strategic planning, analytical and problem solving skills.  Strong oral and written communication skills, along with strong facilitation, negotiation and dispute resolution skills are also required to interface with multiple stakeholders including regional staff, contractors, consultants, council and the general public.   The incumbent must have knowledge of evolving technologies, in-depth technical engineering and construction knowledge and be familiar with relevant standards, documentation and legislation (Safe Drinking Water Act, Clean Water Act, Ontario Water Resources Act, Environmental Protection Act, American Water Works Association Standards, Construction Lien Act, Occupational Health and Safety Act, etc.). An equivalent combination of education and experience will be considered.

 

Working Conditions:

Flexibility in working hours is required as there may be frequent trips to operational facilities and project sites; incumbent must supply their own transportation.  The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment.

 

Duties:

·         Implements and provides project management on large and/or complex water and wastewater treatment capital projects from preliminary design through commissioning.

·         Oversees the delivery of key programs or projects and ensures they are delivered within expected timelines and budget.

·         Supervises staff, including but not limited to Project Managers.

·         Mentors, educates and coaches junior project managers or engineers and assists staff in achieving their professional development goals.

·         Liaises with Municipal, Provincial and Federal Agencies to obtain all necessary approvals and permits for the implementation of projects.

·         Provides engineering support to Water and Water Treatment Division, Planning and Operations groups.

·         Provides water and/or wastewater process design expertise and acts as a key contributor in value engineering exercises in order to ensure infrastructure meets its intended functions and effectively communicates decisions to project teams and senior management.

·         Reviews and enhances program and project delivery processes and practices to ensure they are optimized and represent current industry best practices.    

·         Acts for the Manager of Plant Capital and Engineering as required.        

·         Develops and cultivates strong relationships within the Department, across the Corporation and staff of appropriate provincial ministries, adjacent Upper Tier and Single Tier municipalities and the area municipalities, through demonstrated professionalism, political acuity and responsive communications.

·         Ensures that all services to the residents and businesses of Halton are delivered in keeping with Halton’s commitment to excellence in customer service by consistently demonstrating, supporting and developing these skills in sectional staff.

·         Researches, develops and implements best practices to ensure programs are delivered to the highest quality and within industry standards. 

·         Provides specific and broad advice and guidance to the Public Work’s Senior Management Team to support delivery of key strategic projects.
