            This is a permanent full-time position working 35 hours per week.

 

Purpose:

Reporting to the Manager of Infrastructure Planning, the Supervisor of Municipal Water Resources Planning is responsible for implementation of projects related to the development, management and protection of Halton’s municipal water supply sources, including groundwater supplies for Milton, Campbellville, Georgetown and Acton. This position provides oversight to the development, implementation and continuous improvement of the Region’s source water protection program and performs the statutory duties of the Risk Management Official as prescribed under Part IV of the Clean Water Act.

 

Preferred Background:
The successful candidate will have a Bachelor’s Degree in Environmental Geoscience (Hydrogeology) and/or Geology, or in Environmental or Water Resources Engineering, with a minimum of seven years of progressive, related experience. Incumbent must be a practicing member of the Association of Professional Geoscientists of Ontario (P.Geo) or Professional Engineers Ontario (P.Eng) with successful completion of provincial certification for Risk Management Official (Part IV) and Property Entry (Section 88). Working knowledge of municipal groundwater supply development, management and protection; groundwater/surface water interaction; contaminant transport; drinking source water quality and quantity threats; groundwater monitoring programs and advanced data management skills are required. Incumbent must also possess knowledge of applicable Provincial legislation and regulations governing the protection and use of municipal water supplies, including: Clean Water Act, Environmental Protection Act, Environmental Assessment Act, Ontario Water Resources Act, Safe Drinking Water Act, Ontario Building Code and Planning Act. Excellent oral and written communications skills, for the effective delivery of information to internal and external groups, are essential. An equivalent combination of education and experience or ability to obtain the required qualifications will be considered.

 

Duties:

·         Maintains and enhances a comprehensive groundwater management information system including the mapping and modeling of groundwater resources for the identification of hydrogeologically sensitive areas, prediction of groundwater movement, and location of groundwater resources for municipal water supply. 

·         Oversees the Region’s annual reporting to Review Agencies for municipal Permits-To-Take-Water and associated monitoring and contingency requirements.

·         Develops and implements work plans and budgets for hydrogeological studies (impact assessments, Tier 3 water quantity studies, aquifer pumping tests, etc.) and monitoring programs, including retaining and managing consultants as necessary.

·         Oversees municipal source water protection functions including risk assessments, inspections and implementation of risk management plans for existing and new land use activities as the Risk Management Official under Part IV of the Clean Water Act.

·         Provides coordination and technical support to all departments in the Region, local municipalities, neighbour municipalities and the Province, regarding Source Protection Plan requirements, including the implementation of business practices and best management practices to manage significant municipal drinking water threats.

·         Implements, reviews and updates the Region’s Aquifer Management Plan.

·         Prepares staff reports and recommendations to Regional Council on all matters dealing with municipal water resources protection and management.

·         Reviews hydrogeological studies submitted as part of development applications.

·         Represents the Region on technical studies and committees and before municipal tribunals related to the management and protection of municipal water resources.

·         Supervises the Municipal Water Resources team, prepares strategic annual business plans and provides staff leadership, technical guidance, and oversight through regular work monitoring and performance management.
