This is a permanent full time position working 35 hours per week.

 

Purpose:

Reporting to the Supervisor, Industrial Waste this position is responsible for the administration, education and enforcement of By-law 184-95 and By-Law 2-03 to prohibit, regulate and control discharges into bodies of water within Regional boundaries or into the Regional sanitary sewers, storm sewers, sanitary sewage works and all tributary sewer systems.  

 

Preferred Background:
The successful candidate will possess a university degree in Environmental Science or a three year College diploma in Environmental Technology along with a minimum of three years’ work experience related to industrial pollution control, monitoring and regulatory compliance . Eligibility for registration with Ontario Association of Certified Engineering Technicians and Technologists is preferred. A working knowledge of related legislation including the Environmental Protection Act and Ontario Regulation 347, Ontario Water Resources Act, Occupational Health & Safety Act and the Fisheries Act is required. Knowledge of wastewater collection systems, treatment systems and familiarity with water sampling/monitoring equipment including proper sampling techniques is required.  Strong communication, negotiation and analytical skills are required. Strong MS Office skills and familiarity with database programs is required. An equivalent combination of education and experience will be considered.

 

Working Conditions:

The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment. Travel will be required incumbent must provide their own transportation and will be required to provide a copy of their driver’s license by their first day of employment. Incumbent will be required to serve on standby and respond to after hour callouts, and must be able to perform designated assigned duties in inclement weather.

 

Duties:

  • Undertakes industrial waste inspections and surveys, assessing the adequacy of pollution control systems, and conducts preliminary evaluations of industrial waste discharge applications.
  • Prepares and maintains survey reports and associated documentation for records management related to Industrial Waste and Spills Programs.
  • Negotiates with Industrial clients to resolve wastewater discharge issues and ensure compliance with sewer use by-law, including Special Discharge Agreements and contaminated groundwater remediation programs.
  • Liaises with wastewater operations, representatives of industry, consultants, and regulatory agencies.
  • Prepares schedules for routine and special monitoring programs.
  • Assesses analytical results for by-law compliance and issues violation notices as a designated by-law enforcement officer if required.
  • Work collaboratively with industrial waste staff and provides guidance to Industrial Waste Technicians.
  • Calculates overstrength discharge fees for the purpose of invoicing under the by-law.
  • Analyses data and information, prepares reports and monitors program trends..
  • Participates as a member of Halton’s Emergency Spill Response Team. Responds to chemical/oil spills and assists in containment and monitoring operations.
  • Performs other duties as assigned.
