This is a permanent full time position working 35 hours per week.

Preferred Background:

The successful candidate will have a Diploma in Civil Engineering, Applied Sciences or related diploma or a Degree in Engineering. Certified Engineering Technologist (CET) registration with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT), a Professional Engineering (P.Eng.) designation, or an Engineer-in-Training designation (EIT) with registration to the Professional Engineers of Ontario is considered a strong asset.   Candidate must possess sound knowledge in the field of water and wastewater treatment facilities including asset management principles and a minimum of three to six (3-6) years of relevant experience supporting and managing projects, including construction contract administration.  Candidates must have knowledge of evolving technologies, in-depth technical engineering and construction knowledge and be familiar with relevant standards, documentation and legislation (Safe Drinking Water Act, Clean Water Act, Ontario Water Resources Act, Environmental Protection Act, American Water Works Association Standards, Construction Lien Act, Occupational Health and Safety Act.), as well as a proficiency in MS Excel and MS Access.

 

We are looking to hire an individual with demonstrated experience delivering multi-disciplinary and innovative projects on schedule and on budget. The successful candidate must possess expert strategic planning, analytical and problem solving skills. Strong oral and written communication skills, along with strong facilitation, negotiation and dispute resolution skills are required to interface with multiple stakeholders including regional staff, contractors, consultants, Council and the general public. Formal training in Project Management or Project Management Certification (PMP) and proficiency with Microsoft Access are also considered definite assets.  An equivalent combination of education and experience may be considered.

 

Working Conditions:

The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained within the past six (6) months), original and acceptable Criminal Records Check, by the first day of employment. The successful incumbent must be flexible in working hours as there may be frequent trips to operational facilities and project sites; incumbent must supply their own transportation and will be required to provide a copy of their driver’s licence by their first day of employment.

 

Key Responsibilities:

·      Manage and deliver capital Water and Wastewater treatment projects including SCADA under the direction of the Senior Project Advisor, Plant Capital & Engineering.

·      Implement and provide project management through Class Environmental Assessment, design, construction and commissioning stages.

·      Liaise with Asset Planning, SCADA, Plant Operations and Maintenance Staff to define project requirements and implementation timelines.

·      Supports the Water and Wastewater Treatment Capital budget planning process including project scoping, risk assessment and project budget preparation.

·      Manage Condition Assessment report outputs to support the 10-year capital plan.   

·      Prepare Terms of Reference and evaluate proposals for engaging consultants in engineering projects.  Arranges and administers consultant agreements and provides all necessary direction and supervision to ensure compliance with Halton requirements.

·      Performs compilation and analysis including trending and graphing of water and wastewater operations data

·      Ensure projects are designed and constructed according to engineering best practices and Health and Safety Regulations for non-development and development projects.

·      Exercise effective cost and schedule control of projects.

·      Liaises with Municipal, Provincial and Federal Agencies to obtain all necessary approvals and permits for the implementation of projects.

·      Negotiate and resolve claims and disputes from contractors and other outside service providers.

·      Provide input to continuous improvement of Halton’s design criteria and project delivery manuals.  

·      Represent the Section on departmental or corporate committees as required. 

·      Perform other duties as assigned.
