This is a permanent full-time position working 35 hours per week.



Reporting to the Director, Children’s Services, the Manager, Systems Planning and Evaluation is responsible for leading the transformation and oversight of the early years and child care (EYCC) system in Halton.   This position will provide strategic advice in the development of programs, policies and funding models based on broad provincial guidelines and effective practices, and lead implementation to meet Regional and Provincial priorities.  This position will also collaborate with internal and external partners to provide effective oversight of the EYCC system so that it is accessible and responsive to the needs of children and families, and public resources are used effectively.


Preferred Background:

The successful incumbent will possess a degree in public administration or business administion  with  at least six (6) years experience in planning and managing a transformational sytems change  using change management techniques with a minimum of five (5) years managerial  experience. A master’s degree is preferred.  Excellent project management and a working knowledge of budget planning/management  is essential. Demonstrated leadership, planning and problem solving skills in delivering high-profile, large-scale projects while motivating and coordinating multi-disciplined professionals are required. Required skills include the ability to work independently with minimal supervision; organizational and time management skills, excellent verbal and written communication skills, and strong interpersonal and conflict resolution skills. Working knowledge and proficiency in the use of Microsoft Office Suite (Word, Outlook, Excel, and PowerPoint) will be required. An equivalent combination of education and experience will be considered.

Working Conditions:

The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a current (obtained in the past six (6) months), original and acceptable Criminal Record Check, including a Vulnerable Sector Screen by the first day of employment. The incumbent will be required to work outside normal office hours to attend evening meetings or be available for after hour emergencies. Travel will be required between locations within Halton Region. Incumbent must supply own transportation. The successful candidate will be made an offer of employment on condition that the Regional Municipality of Halton receives a valid Ontario driver’s license.




·         Manage a diverse team to plan and administer funded programs with expertise in evaluation and data analysis; budget negotiations and contract management, reconciliation, audit compliance; and provincial and operational policy for early years and child care; stakeholder management including managing complaints and concerns. 

·         Manage complex budgets – demonstrates effective financial management, documentation and reporting, in accordance with Ministry guidelines and Halton Region financial policies, to ensure sound management and decrease financial risk, ensuring wise investments for a strong, accessible and high quality EYCC system in Halton.

·      Collaborate with both internal and external partners to support effective oversight of the EYCC system to support an accessible, affordable and high-quality EYCC system that is responsive to the needs of children and families.

·         Through Regional and Provincial partnerships and effective relationships, work to understand the provincial pressures, trends and legislation in order to ensure Halton is well positioned for compliance and able to adopt to provincial transformation in EYCC, as appropriate.

·         Oversee the development, implementation and evaluation of EYCC programs, policies, procedures and accountability frameworks in accordance with Provincial and Council directives to maximize system outcomes and meet local needs.

·         Demonstrate sound operational knowledge for early years and child care - using the provincial policies, guidelines and legislation; local and provincial data trends; financial forecasting using Divisional program budgets; provincial and federal funding subsidy.

·         Leverage partnerships within the community to understand the service delivery pressures for EYCC and works with community partners and provincial leads to support and mitigate pressure, where possible.

·         Develop Council reports and internal decision making reports, communications, briefing notes, program guidelines and resources to support system partners in delivering shared priorities

·         Coordinate production of reports related to provincial programs funding, revenue collection and service data.

·         Lead the development of accountability frameworks for early years and child care and the development of service agreements.

·         Perform other duties as assigned.
